The 2004 UNIDO/OECD 'Effective Policies for Small Business' guide focuses on practical guidelines for policy makers on how best to review the process of policy development and establish strategic plans for micro, small and medium enterprise development. The guide is divided into two parts: Part I develops A framework for a Policy Review Process, covering the key areas of policy development and policy management; Part II constructs a structure for the creation of a Strategic Development Plan, based on the Review, which is an instrument for policy makers to set out their strategies and targets for SME development.
