The eighth edition of the International Telecommunication Union’s World Telecommunication/ ICT Development Report (2006) specifically addresses the issue of evaluating and measuring the impact of information and communication technologies (ICT) on social and economic development, an highly discussed theme as work on the impact they have had on people’s lives is rare. The ITU comes up with a system that is based on inputs (resources), outputs (direct results of inputs) and outcomes (impact of outputs).
